The Lasnamäe Athletics Hall is an IAAF certified indoor athletics facility. The stadium consists of a 6 lane banked 200m track, 8 lane central 60m track, 6 lane outer 60m track, 1 lane 200m warm-up track, long/triple jump pit, pole vault pit, shot put pit, and seating for spectators (see photos below).

9. Transportation:

The following transportation will be organised by the 2019 WDIAC Organising Committee (OC):

Tallinn Airport <-> Hotels
On arrival, buses / coaches will pick up team athletes and officials from the airport and transport them to the official hotels. On departure, buses / coaches will pick up team athletes and officials from the official hotels and transport them to the airport.
Tallinn Railway Station <-> Hotels
By prior arrangement with the 2019 WDIAC OC, team athletes and officials can be transported from the railway station to the official hotels on arrival and from the official hotels to the railway station on departure.
Tallinn Bus Station <-> Hotels
By prior arrangement with the 2019 WDIAC OC, team athletes and officials can be transported from the bus station to the official hotels on arrival and from the official hotels to the bus station on departure.
Hotels <-> Lasnamäe Athletics Hall
Daily buses / coaches will transport team athletes and officials between the official hotels and the Lasnamäe Athletics Hall for competition and training.

The ICSD Technical Director will be responsible for appointing an IAAF Technical Delegate for the Championships and the Competition Director will be responsible for appointing a sufficient number of qualified national athletics officials.

11. Inspection notes:

Tallinn:
  • Tallinn is the capital and largest city of Estonia.
  • Situated on the shore of the Gulf of Finland, it occupies an area of 160km2 and has a population of 450,000.
  • Tallinn's Old Town is one of the best preserved medieval cities in Europe and is listed as a UNESCO World Heritage Site.
  • Tallinn is the major political, financial, cultural and educational center of Estonia and is the birthplace of many international companies, including Skype.
Competition Dates:
  • At the request of the 2019 WDIAC OC, the closing date for Final Registrations will be moved from 14 February 2019 to 31 January 2019.
  • At the request of the 2019 WDIAC Competition Director an additional period of competition will be included after the opening ceremony on 14 March 2019 should the number of entries require it.
Competition Venue:
  • The Lasnamäe Athletics Hall is approved by the ICSD Technical Director as the venue for the 2019 WDIAC and an IAAF permit will be applied for.
  • The track surface will be upgraded in August 2018 in preparation for the Championships and will need to be re-measured and re-certified by an IAAF approved measurer.
  • The projector screen at the Lasnamäe Athletics Hall was deemed to be too small and will be temporarily replaced by a large video screen for the Championships.
Starting Lights:
  • The 2019 WDIAC OC has chosen to use the starting light system developed by the Japanese Deaf Athletics Association.
  • The starting light system to be used is a new version of the system successfully used for the 2016 WDIAC in Stara Zagora, Bulgaria.
  • The new startling light system will need to be inspected and approved by the ICSD Technical Director prior to the start of the Championships.
Accommodation:
  • All the inspected hotels are approved by the ICSD Technical Director as accommodation for the 2019 WDIAC.
  • It has been decided that following hotels close to Tallinn Old Town will be recognised as official hotels for the 2019 WDIAC:
          − Radisson Blu Hotel Olümpia (★★★★)
          − Park Inn by Radisson Central Tallinn (★★★)
          − Hotel Metropol (★★★)

  • The 2019 WDIAC OC will add a 2 star (★★) hotel close to Tallinn Old Town to the list of official hotels to provide a lower cost accommodation option for those countries that want it.
  • The 2019 WDIAC OC is currently negotiating prices with the hotels and will send accommodation and transport packages to ICSD members in early May.
